Abstract

The characteristics of housing and residents in the aggregated dissemination areas of the City of Montreal associated with the use of the "Rent Registry"

In response to the rental housing crisis in Montreal, characterized by a growing shortage and rising rents, several solutions have been proposed, including a rent registry to promote affordability through market transparency. This study analyzes the socio-demographic characteristics associated with the registry’s use, revealing that registrations are scarce and concentrated in specific areas of the city, highlighting a volunteer bias. Areas with more affluent residents have higher registration rates, while neighborhoods with vulnerable populations—seniors, low-income households, and non-French-speaking immigrants—have fewer registrations, despite experiencing the highest rent increases since 2016. This situation raises questions about the effectiveness of the participatory model and underscores the limitations of crowdsourcing for achieving comprehensive market transparency. One way to address this limitation could be to establish a universal and mandatory registry managed by an institution with access to administrative data. Although this study focuses on Montreal, the findings highlight critical issues in the fight against the affordability crisis.
